Research on the Problems and Countermeasures in the Review of Constitutionality about Normative Documents in China

There are still some problems hindering the development of "constitutionality review" system. First, whether 
 objects constitutionality review include laws enacted by National People's Congress and its Standing Committee (NPCSC);Second, when reviewing normative documents, legality is often superior to review. Third, single use "Internal communication mode" deal with consequences constitutional will hinder implementation responsibility. In view above problems, analysis countermeasures should be suggested:first, NPCSC not within scope must cleared; Secondly, establishment standard helpful make in specific cases.[1] Finally, reference cases developed help authorities strictly enforce unconstitutional responsibilities, rather than just using "internal models".
